This movie was a comedy action movie, but nowhere near as good as Rush Hour (1998). The bulk of the movie feels cheesy and the story itself is loosely put together. As I mentioned in my instant comments, I did find the movie feeling more natural towards the later part of the movie (50 minute mark), but the cheesiness lingers.
While Jackie Chan has some cool moves here and there, this movie might be the second worst movie I've seen starring Jackie Chan.*
*The worst movie I've seen starring Jackie Chan is probably 1911 (2011) (though Jackie Chan himself is still awesome!).

I went back to see what the gum thing was about. So it was just to prompt Eddie to happen to look up in disgust and recognize the person responsible for the gum is the bad guy's henchman.
Cmdr. Hammerstock-Smythe is played by John Rhys-Davies who was Sallah in Raiders of the Lost Ark (1981) and Indiana Jones and the Last Crusade (1989). However, I also recently saw him in James Bond movie The Living Daylights (1987) as General Leonid Pushkin. Oh, I forgot to mention he was Gimli in The Lord of the Rings (2001, 2002, 2003).
In any case, the movie sort of recovers a bit about 50 minutes into the movie, with Eddie's partner Arthur being much more bearable.

Lol, she has a tactical shield and various weapons hidden away.
This movie is occasionally so bad, I can't help but cringe from time to time.
So they actors are so much more real in the outtakes. I don't know if they wave a magic "cheesy" wand or something for the final cut.
