At times this movie is either over the top ridiculous or underwhelmingly bad, but it's good where it counts: the action. And while it's far from touching the best of Arnold's action movies, it does hit what I would consider standard action moments.
Netflix determined the movie for me as an 85% match. I decided to give the movie neither a thumbs up nor a thumbs down.

Huh. If she realized the situation she would get in the car and turn on the headlights or perhaps shine her flashlight. I say there's a good chance she would realize this
The dialogue in this movie is so bad (like the dialgoue in a porno)... but the action is good (he turns around in the car, and flips the SWAT car... he really is driving a Batmobile)
Okay, not just bad dialogue but some bad plot execution (this guy he was locked up for being drunk - so it's not like he's some kind of criminal - but they treat letting him out to help with the cause as if he's done something terrible)
This woman Christie is so dense. "Why are you hidhing behind the car?"
This officer is too good of a shot with the rifle... earlier she was afraid in a fire flight but here she just took two persons out with a sniper rifle
Hehe. Smile. "Welcome to Sommerton"
Whoa. Tackles the guy off the roof and blows his brains out
HAHAHA. The flare gun device blew the person up
OMG. The old woman took the guy out
"Who the hell are you?" "I am the sheriff"
So apparently a tractor is tougher than this batmobile which was tougher than a SWAT car...
Some jiu jitsu
Holy moly. Pulls it out and jabs it into this other guy.
Smile. Twenty million. (how much money have and why if it came down to his freedom, would he not start just randomly increasing this value as he becomes more and more despearate)
Hahaha. "That's why I shot him."
"Next time don't park it in the fire zone. Schmuck."
